dry skin and hair loss at base of mane...?

I noticed yesterday that my horse has a bald strip up the base of her mane, the skin is white and skurfy. Due to the weather she has been wearing full neck rugs so im assumiong its due to this? does anyone know how to treat this? (doesnt seem itchy or bothering her)

I'd rub a bit of vaseline into the area to moisturise it.

My mare has this too sometimes, I think it is just because it is where her rugs sit. A good groom with a dandy brush to shift the scurf then a blob of aqueous cream does the job. It fixes itself anyway come the warmer weather when we can loose the rugs.
