dry skin and sparse coat

My TB was clipped out and has been rugged all winter. Most of his new coat is lovely and shiny and thick as I would expect but in some areas, if you look really closely, the hair is quite sparse and thin and the skin underneath appears dry and flaky.

it isn't in any areas particularly prone to rubbing and is really on his sides behind the saddle area.

he is fed calm and condition, alfa a and oil.

do you think that he needs additional vitamins and minerals?

I'd maybe try him on a product that improves hoof horn quality eg farriers or whatever your favourite is. Any product that improves hoof horn will also improve the coat. But remember that horses are now shedding their coats so you might not see much of an improvement until towards the end of the summer.
