Dry skin on legs

I dont the proper name for it, but the mare Im riding ATM developed dry flaky skin (like dandruff) on her legs below the knee whilst she was being kept in during the snow.

What is it caused from and how do I get rid of it?? I tried washing her legs down and drying them, but its still there two weeks on.
 
I find E45 cream very very good and not as white and sticky as sudocrem. You can get it from and chemist or supermarket. Wash her legs with diluted hibiscrub and rinse thoroughly. Dry with a towel and apply the cream rubbing it into the hair to get to the skin. Repeat daily when you bring her in for the night before bed. This should show signs of improvement in a few days or so.
 
Sounds like a nice and easy solution. Will definitely try that and see how we get on. Thanks for the advice
