i am looking around and emailing about horses and ponies for loan and when i enquire about 1, they dont e-mail back ...

Probably best just phoning. When I advertised to sell my pony I had loads of emails that were time wasters so ended up not repsonding, might be that they think you aren't really interested.
 
Agree phone them, by the far the most likely way to succeed. But if there is only an email address think about what you say in the email before writing. Make sure you say what you want the horse for, your experience, where it would be kept. Basically all the sort of things that would make them think you are a serious option rather than someone just trying their luck. Plus spell check it! (PS that wasnt a dig at you, its just that it can put people off!)
 
Definately phone.

When advertising my pony for sale on the net, I got peed off with people emailing asking for more info. What info did they want? I wasn't prepared to write an essay, so emailed them back and asked them to phone me. Only a few did. The ones I didn't like the sound of, I put off.
