Electric fence issue

Hello I am new here and I’m having trouble with my electric fence. Up until recently my fence was working just fine keeping the animals in. I didn’t notice a problem until one of my animals got out. The light on the energizer was flashing and it was snapping however when I touched it myself it was a very faint shock whereas before you could definitely tell it was working. I have checked the fence itself and could not see anywhere where it was being shorted out. So I unhooked the lead wire from the energizer thinking it might be the wire but when I touched the energizer without the lead wire hooked up it was still a very faint shock. I have read where that is a grounding issue however I have four ground rods all six feet deep connected with insulated wire and it’s in saturated soil. To figure out if it was an energizer problem I unhooked the ground and the lead wire and touched both posts at the same time and figured out very quickly that it was working but when I hooked the ground wire back up it went back to doing the same thing. This has me stumped and was wondering if anyone else has had the same problem and what to do to fix it?
 
Is it mains or battery? If mains, have you checked the energiser earth lead is still connected, watered the soil around it? Has to be either an earthing issue or vegetation shorting it out

The earth lead is still connected and in saturated soil… I keep a well maintained fence so there is no vegetation around it
 
Check the insulation on the ground wire. Could be you have a break in either that or the wire. Had similar when I inadvertently strimmed mine instead of the long grass around it.
 
Electric tape? Rope? Wire?
Plain wire and it’s pretty obvious if the strands have ‘gone’; but through electric tape, the current-carrying wires are very fine, not uncommon for some of them to fracture over time (rubbing on the posts etc), so altho the tape looks ok....
Replaced a roll of tape recently, out of the five wires only one was completely intact. The kick was minimal, altho 12V battery fresh. If you run tape between fingers and thumb (when off!), can feel the sharp places where any wire fractures are.
