final question: i really dont think fly grazing is carried out by 'struggling' owners, its usually the result of over breeding by unscrupulous people, sadly.

If fly grazing is carried out by struggling owners then they should rehome the horses, not expect already full charities and the rest of us who pay rent or own our own land to keep their animals!
There are horses living on council land near our house, the council have had to put gates up to keep them in, one horse was killed on the road. One is completely unhandled and has a foal very year, this is the sort of people who should NOT have horses.
