I have a 8 month old (roughly) English Springer spaniel puppy. Basically she came from a breeder and wasn't in the best of condition but went straight to my vet and all got sorted. She follows me round everywhere, gets on fine with my family even family we don't see regularly, but when someone new appears either at home or out she wants to run away we've tried to get her use to diff people . She went to puppy parties and loved it. But other people and dogs she's terrified!! She is also terrified of the car and she only goes in it to go down the yard to run around the fields or to the vets (which she loves)!! We don't know how to get her over this !
 
Feed her in the car that way she will associate the car with nice things, as she becomes more comfortable start up the car, gradually build it up and take her on several short journeys.

I would also recommend a training class for her, your vet may be able to recommend a good one but go on your own first and make sure it will be suitable for you and your dog and they only use positive reinforcement. Have a word with the trainer and explain the problem with your dog and if you think they will be able to help sign up for the class.
 
Cheapo option: google your local dog walkers and organise to walk with them. Two lots in my area are happy for me to join the walks.

Is she food orientated? Feed her frequently throughout the walk to keep her occupied. Train constantly on the walk so she's not thinking about the other dogs too much. you could start off behind the pack til she's more confident.
