Whilst I'm not in any way condoning the actions of the owner of the dog, but considering that the rape of women is generally accepted as a way of life in many parts of India, I would be most surprised to find that the woman had in fact been arrested for killing a litter of puppies. It isn't illegal here in the UK and I'd very much doubt that it's a criminal offence anywhere in India. The manner of their dying was truly barbaric, I accept, but the method of killing, out there, is rarely even considered.
However it may be that the organisers of this petition are genuine, it may also be a fund raising scam.

There are many different cultures all over the world, some respect and treat animals and humans well, some do not. sadly the UK is not exempt from its own barbaric treatment of animals.
I have never forgotten an incident which was fairly local to me at the time. I think it must have been back in the 1980's, near Swindon. A man, following an argument with his girlfriend who had left him, contacted her to say that he would kill each of the 5 pups their bitch had recently delivered for every 20 minutes the girlfriend failed to return home. He carried out this threat and killed each of the pups, inhumanely.
Similar incidents of animal (and human) abuse go on each and every day, somewhere in the UK and as much as I'd still like to believe there are many more good people in this world than there are bad, sadly it's mostly only the bad that make the news.
