Ex-racehorse - Re-homing Help in Ireland

Anyone know if there is a point of contact in Ireland to help my friend re-home her ex-racehorse. She has owned it for several years but funding is now a problem.
The RoR doesn't have an Irish Centre - any ideas welcome
