exercise sheets

This is likley to be a really stupid question, but will a 4'6" wraparound exercise sheet fit a 16.1 horse who wears 6'6" rugs? I'm only asking as in the catalogue im looking in thats the only size they have?

I would have thought a 4' 9" would be better - it depends how long you want it I guess.
