From what I remember of your recent photos the pony is fairly unfit and generally not well schooled so I would start by getting him working in a soft way accepting the leg and stretching for a contact, once he is using his muscles more correctly he will come off of his forehand, not the other way round.

Lots of slow work in walk and trot, leg yeilding in and out of circles, transitions, aiming to get him responding to the leg without getting tense and running away from it, pole work is also useful if he will do some without rushing, bending round them if he rushes going over.

It will take time but he looks a nice type that should be able to go well with the correct work.

Lots of transition work as i've found this works with a lot of the lazier ones i have owned and schooled who can tend to lean on the forehand. They have to keep on the ball and sat right back on their hocks to be able to cope with the transitions literally a few strides of trotm, to walk, to halt, to trot, to canter and so on. Also as suggested above lots of bending and polework- raised poles is another great way of bringing a horse up off the flor, you can do this either ridden or on the lunge. Thants things that have worked for me in the past anyway!
