Extremely itchy horse

Hi all, I have an elderly retired gelding (21) who developed mud fever late November, this was easily treated but whilst on box rest (and in a lightweight t/o rug so never sweated) he developed rain scald. The vet saw him and prescribed antibiotics, washing in hibiscrub then applying to flamazine to the areas he had managed to rub raw under his rug (in one night!). I followed his instructions and all his raw bits have healed, the hair has come through though I have had to hibiscrub his worst-affected areas a few more times to get rid of it...it has taken about five weeks for everything to heal and he has been on box rest the whole time, in a lightweight fleece which is washed every time he is so it doesn't reinfect. He is now 99.9% clear of scabs (though I do find the odd one popping up as and when it wants) but he is SO itchy - rubs up against all the walls and hay nets and quivers with joy when I scratch his itchy areas. He has rubbed part of the hair off his neck and around his ears and he is itching his hindquarters a lot too. A second vet came out to see him, also agreed it definitely was textbook rain scald and was concerned as to why he is still so itchy six + weeks after the initial infection. We gave him a steroid injection which did nothing, both of us are loathe to try him on long term steroids due to his age and previous history of one lami episode many years ago. Has anyone else experienced such chronic itchiness after rain scald has been treated?
 
It could just be from the skin healing making him itch (we all know that feeling!) has he started moulting at all? Mine is currently a bit uncomfortable and itchy as he's not been clipped all winter and his coats thinning out now.
 
could be mites or lice or some other problem, do please call out your vet who can take skin scrapes and advise appropriate medication
