Fat pads on shoulders

My Newfie is in excellent condition, feel but not see ribs, etc, etc, BUT I can't get rid of the pads of fat behind his shoulders - and they're HUGE!! I heard that magnesium can help shift fat but he's been on it now for 3 weeks with no improvement. He is exercised for an hour + 7 days a week up and down fairly steep hills and is on a track system with 3 flakes of hay.
Anyone have any ideas on what else I could do, PLEEEEEEEEASE????????

We all store fat in different places, ponies inlcuded. You won't be able to shift the fat from there without him losing it from other parts as well. Seeing one or two ribs in faint outline is not a crime and your pony may be healthier for it.
 
Have a look at some higher level endurance horses. They have very well developed muscles (can't exactly power the engine without them), but much lower fat levels than other horses. An excellent example is Lesley Dunn with her Warrens Hill Stud. Give it a google & look at her horses competing. No way skinny, all lovely athletes. You don't have to be able to just feel their ribs, as the other poster said it may be he needs to be slightly lighter than than. If you do it in such a way he retains or builds muscle as he looses it, it will give you a lovely athlete fit for any job.
