Feb 2014 Passport change ?

Can anyone confirm or deny for sure that the law will be changing in February regarding passporting mature horses ? I've heard that horses over 6 months old that are getting new passports the PIO has to report it to DEFRA ? Is this a new thing ? Will there be a fine ? Many Thanks

Nothing on the DEFRA horse passports website and that was updated 8 Nov. Where is the info coming from?
