Feed quantity advice

I am doing my stage 1 next week and i have been busy weighing my feeds to get my head around it (which is no bad thing anyway!)
I have also been weighing other peoples feeds out of interest.
However, different books say different things and im a bit confused...

firstly, my BHS book says oats give more energy than barley, but other books say different?

secondly, how much cereal is acceptable to feed per feed? I have read that you should not feed more than a 1/4 of a feed as cereal, however i cant find this info any more. I dont like cereal feeds myself but i am very into learning about different feeds, so how much oats / barley would you be able to feed without causing too many digestive problems?

Thirdly, do you weigh feeds like Fast Fibre and Speedibeet wet or dry? My mind is wet, but i cant find any info on this?

Feeds should always be weighed dry - water has no nutritional value so doesn't weigh in on how the horse will deal with whatever you are feeding.

Oats have a higher DE than barley, so they give more energy. However, barley has a higher starch level so acts on the horse faster than oats.
