Feeding a puppy-help

Are 4 month old puppy eats like he is starving all the time, he is fed 3 meals a day. (6.30, 12.15 and 7pm) as per the instructions on the feed bag. He gets a small handful if his biscuits as I leave in the morning about 8, so only an hour and a half after breakfast and he eats them like he hasn’t eaten for days. Plus he gets a kong in the afternoon. I’m worried we aren’t feeding him enough and he is constantly hungry, are some dogs just like this? Our other dog isn’t that fussed about food so its very different.
Also he eats is food so quickly I’m worried that its not good for him to eat like that, any ideas to slow them down? I’m not sure he is actually chewing the biscuits and that worries me.
 
If he looks the right bodyweight and is active and bright then he is getting enough. You can get bowls that slow them down, although I have never bothered! Do make sure other dog isn't there when he is eating, I put the bowl down (with a sit and wait) then walk away so they have no fear of competition.
At 4 months mine would be having their food soaked, so it is a crumbly mash, I wouldn't feed dry biscuits.
 
The 7.00pm feed seems quite late to me. Can you feed around 5.00 instead?

Daisy was always hungry, and I more or less free fed her until she was about 8 months old.
 
He's young to only be feeding three times a day. I'd consider going back to four feeds and upping how much he gets. Saying that, I've just answered the springer puppy feeding thread and said what skinny wretches mine all were as puppies, regardless of what I fed. They are growing at a ridiculous rate under 10 months, it can be a tricky balance between trying to give what the pack says (dogs are individuals, not the Borg!) and trying to keep up with growth spurts.

Output is a good guide to tell you if you're over feeding: if it's sloppy and poorly formed, you may be giving too much for their little tums to cope with.
 
Ok thanks for the suggestions. He is alone when he eats, the other dog is in another room. Poos are fine so I don’t think we are feeding too much. I can’t believe how quickly he is growing, from one day to the next you can notice the difference, he is a husky so very active, he is probably burning quite a lot off.
He seems happy and healthy and isn’t over weight so maybe upping a little will be ok.
If we feed earlier won’t that leave a long time from the evening fed to the next morning? Do you split the 3 feeds evenly or feed more in the evening?
 
We used to feed at 8/12/4/8, if you feed too early I agree it is a long time overnight. They get a last poo trip at about 10.30 and then are OK until 6 the next morning.
