Feeding hay to lose weight what ratio?

Hope this doesn't sound dumb but I have started feeding hay from the floor after advice from Physio. Before he has always had a small holed net to slow him down. Feeding from the floor has worked a treat (been doing this since early December) his movement has improved shed loads.

Lovely boy has now started putting weight back on so I am obviously too generous. Reading all the stuff on the internet it suggests a good doer should be fed forage at 1.5% times body weight. So if say you are 600kg this is 9kg.

Not a good doer 2 to 2.5% so would get 12 to 15kg.

All fine but if said good doer is out by day in at night (4.30 ish to 8 so that's about 15 to 16 hours) how much hay overnight?

I may start soaking if I do could I soak half and feed half dry.

He isn't morbidly obese just as my physio says a bit chunky and I want to nail this before it gets out of hand an I don't want him standing around fretting.
 
I weighed my elim a net cob size haynet today full of hay and it only eight 5kgs, i was flabbergasted i was sure they say 9kgs unless they are referring to haylage. Anyway that was 3 thick slice of hay which came to 5kgs, i wud rather overfeed soaked hay than leave the stomach with nothing and the grass at the moment is of little value
