probably lots of arguing over terminology of what constitutes a near miss, a few more people involved to compile reports, I don't think they're going to do anything too drastic as the stats are not really in support of doing much. The number of horse falls is already decreasing, so it's probably just an pre-emptive strike at showing that the horse industry is following health and safety and to keep the government statisticians happy and to look good in future reports showing that they're continually supporting the efforts to improve saftey
