yes I think so there will be a charge i would ring FEI and check how much ect it maybe on the website?

Do you actually need an FEI passport? If not it is perfectly valid for the UK passport legislation despite the fact that it has expired.

Sarah_Jane is quite right - it's still a valid passport even if it's run out for FEI purposes. If you do want to renew to compete under FEI rules it'll cost you a lovely £165.
