Fencing advice please - electric/solar etc

I am desperate to stop my mares talking to the livery geldings as they are split by a barb wire fence and one of my mares is ripping her hind legs to shreds when she is in season as she is 'flirting' with the boys. I also have a couple of youngsters who walk through current fence. Energiser and battery. Part of this lack of respect was to do with the battery running out very quickly but also (having touched it myself) it wasnt really putting out a huge shock. Both the battery and fencer are a bit elderly and I have to rely on OH to get the battery in for me and recharge (which seems to need doing at least once a week?!).

Initially the YO was going to pay for posts and for electric cable to get mains power out to the field. Dont think this is going to happen now! Have asked quite a few times but just dont think he has the money.

So, have put the wooden posts in myself but am worried about what electic to use now.

I want a safe tape or rope which will pack a proper punch so anyone have any recommendations as there are so many? Im assuming the rope/tape with more 'wire' running through it would be best?

Also was thinking of using a solar charger so I know that the battery always has power? Again, any recommendations on which type please?

Also thinking I need to get a new battery and possibly a new energiser as well?

Hoping someone can help?!

The fence line is approx 200m and ideally I want three lines of rope/tape.
