field badly over run with ragwort with ponys in

Drove past a field today which is very badly over run with ragwort there are horses kept in it and every bit of the field is covered with it! Im worried about the welfare of these horses as people know how lethal this is to them and how some inconsiderate dim witt of an owner can even contemplate grazing there horses in there is beyond me. Is there anyone that can be contacted to help these poor horses?? its awful :(
 
Seeing this everwhere I go, so many people not taking it seriously, it gets pulled at our yard, but it's all around us, time the laws were applied and people were made to clear their land of it.
 
I drive past a field regularly which is also covered and they have mares and foals in there!
It's awful and I dont think anyone will do anything, the RSPCA wont want to bother, I wonk for the police and they are constantly calling us and saying they cant get out to see animals and could we do it.
 
I was always told when in flower horses recognise it and avoid it when it dies off that is when horses no longer recognise it and may eat it. it is only the last 10 years or so that the problem has got worse year on year. I reckon if every horse owner or horsey person went out each day during the Ragwort season and pulled 10 plants a day we would see a rapid reduction in plants.
