Field full of mares and foal, cuxton kent

Foals look around 3/4 months, all nice ponies good weights lots of grass so its NOT a welfare case, but twice yearly the herds change for differnt mares ready to drop (the early mares changed to mares expecting later i think)
Theres no houses attached/near field, and whenever i go past there are no cars/people there

How would i go about finding who owns the field?
Would LOVE to buy one of the foals if they go up for sale

Where abouts in Cuxton as I know the area really well? Unfortunately we do have the problem of gypsy ponies which on the whole are well looked after but I wouldn't necessary be buying. Know a couple of people who have had issues in the past.
 
Because a lot of them are indescriminately bred from horses that aren't great quality. In many cases they also spend their early lives in fields full of ragwort. If we're thinking about the area that I know of near Cuxton.

) They are lovely ponies, friendly sweet and not nery, even the foals (though i think there wild/unhandled) are very sweet will come up to the fence for a pat

They are good weights and yeah .. mainly coloureds
