Shuttering plywood or Stirling Board would be your cheapest option. I used Stirling Board to re-vamp stables a while back & it did the job well & kept the cost down. (Stirling Board is made up a pieces of wood mixed together with a glue & pressed together into sheets, caravan floor used to be made of it)
