Filled legs in field

Hello, with this icy weather I've had to leave mine out as can't get them in. Field is an ice rink mostly. Horse has filled legs with lack of movement, he does get slightly filled legs being in.
Any advise on prevention?

Feed cleavers which is sticky weed. You can buy them dried or pick them fresh. My dog loves them.
