Fires near bridle paths?

Just on a wander down the lane (a designated 'byway'/ bridle path) today after schooling and all of a sudden both horses freak out. Someone has a small bonfire lit in their garden. It's a huge garden but the fire was only 2 feet from the bridlepath. It is also the windiest day in several months. And there are trees about 1 foot from this fire (which was about 3/4 feet high) which turn into a bit of a wooded area next to a field of colts.

Apart from the blatent stupidity in every sense, does anyone know what the law says about this? If anything?

And does anyone have any experience of dealing with such a problem?

To be fair, our horses are fairly sensible (one being a normally bombproof old mare) and they seriously freaked out. It's a very well used route by riders and i think a younger or more nervous horse could have very easily bolted, with a main road either end of the lane. grr!!
 
There are some laws that mean you have to keep fires 'under control' but I wouldn't think there is much you can do unless the homeowner was burning some kind of pollutant or hazardous substance.
FWIW I have fairly regular bonfires in full view of my stables and my horses rarely bother about them.
 
Thanks for the responses, i had given up on this post so it's nice to see somehow it got turned up again from several pages back.

I couldn't find anything on google about laws... it's a shame there's not a law against being an absolute idiot though. The trees could so easily have caught fire, it was literally under the branches of them. The guy saw us having difficulties and didn't even ask if we were ok, just turned back around.
