Don't know about Stevenage but I contacted a heavy horse breeder/trainer in Scotland I think (via the web) and he send some to me. The Pig Oil can be bought through agricultural merchants, country shops etc. It needs to be used sparingly I find or the skin goes rather sore looking.

I have just ordered 10 litres of oil - £24 and 3ks of sulphur - £10 from Heavy Horse Supplies -

http://www.heavyhorsesupplies.co.uk/index.html

or call Tom Brewster on 07889 060495

With postage this comes to £45 but is still cheaper than a lot of places I have found in Essex and Herts, plus I don't have to drive miles to get it.

That amount is perfect for feathers and a bit extra oil for the mane and tail.
