In horses, is it bad? What does it mean?
I'm talking about the part above the eye not the actual eye socket cos you know that would clearly be bad and probably the eye ball would fall out.
 
Usually, it's a sign of low grade laminitis or a similar metabolic disorder. Fluid typically collects there, accompanied by a hard fluid filled crest, possibly fat pads in localised areas of the body.
