I have bought a cart horse for riding last year, brillient in every way

:D jump 3ft with ease lmao but we cant do a flying change ...? do anyone know how i could teach her this ...?or why she does this ...?

I imagine being a typical cob, she will have a big front end, and favour using it to pull herself along,..... not good for flying changes! Need to work on getting try working from behind, using leg yield, working in trot/canter on smaller circles to encourage her to carry herself. Then put a pole on the diagonal of the school, at X, so you can canter over the diagonal, and ask for the change over the pole. The pole will encourage herv to "jump" to the new canter lead. Start with simple changes first though, so canter across diagonal, transition to walk ovver X, then strike off on new leg. Walk/canter and canter/walk transitions will also help with hind leg engagement
