Why is this a civil matter when local people are left afraid to speak out for fear of reprisals?

Up to 40 horses, illegally abandoned in the Vale of Glamorgan, might have to be destroyed if new homes cannot be found for them.

The Welsh Gypsy Cobs were left on community land near the village of Wick.

The Woodland Trust, which owns the site, says so-called "fly-grazing" is a growing problem right across south Wales.
 
When it gets to this scale, tho it happens almost everywhere on a smaller scale, and given ponies have already died there, I think they will have to go ahead and PTS as they cant rehome all that number. Hopefully if that starts happening on a wider basis the owners may stop breeding and dumping so many.

It clearly is a criminal matter tho if the gate has been damaged to get the ponies in; I do wish the police would take it more seriously as it would prevent the greater issues arising from it, but they are very unwilling generally to get involved in dealing with traveller criminality and nuisance for fear of being branded racists.

Yet it wouldnt be racism, simply expecting everyone to obey the law. The current position is racist as it discriminates against the rest of the community who have to obey the law and pay for the cleanups and live in fear (I speak from experience on this!)
