I just read the thread about a dealer selling horses with no Pass ports.
I have a pony with no pp (not sure I should maybe say that?) he had not got one when I was given him and is a companion so never leaves my yard. I did mean and still do mean to get one done money allowing!
My wonder is what is the point almost of a pp when, as I have looked into getting one and all I have to do is get my vet to draw markings and fill out a form. So if a horse has no pp it's that easy for the new owner legitimate or not to just get a new one and they don't prove ownership what is the purpose?
 
It is the fault of DEFRA in appointing so many ID only PIOs when the legislation said there should only be one apart from the breed societies who ar more careful about late registrations and passports. DEFRA will not enforce the legislation and whe there is a disease outbreak they will not know who owns horses or how many there are in an area
 
Bit pointless then?
I agree too many authorities- were there not so many I could maybe have tracked ponies down and had a copy of his original. I supposed this is where chipping comes into place also.

Has any private owner actually been fined for owning (not selling or buying) an un pass ported equine?

I believe that the only passport prosecutions have related to other offences like cruelty and not solely for passport offences
