Follow on from rugs and temperature...does anyone rug to delay/prevent clipping?

As title really, in no way sarcastic/judgemental blah blah blah but just wondered if anyone rugs to try and maintain a nice coat as it seems as though most people just wait for the winter coat, clip and rug???
 
I don't clip because my riding mare doesn't grow a very thick winter coat, so I have to rug to keep her warm. You can see how even her legs and neck (I don't use neck covers) don't get very fluffy.

ETA. Photo was taken in February, so she's had lots of time to grow fluff.

I don't believe rugging has anything to do with it. Some horses always grow a thick winter coat no matter how much you rug them. And two horses on my yard hardly grow any even if you leave them naked. They just shiver! Horses grow the coat they are going to grow according to daylight hours, not temperature.

I'd rather clip a horse in regular work, so tend to actively encourage winter coat growth before the first clip. I haven't yet clipped my WB x TB as, dispite her living out 24/7 up until now wearing only a no fill Rambo at night, she's not yet got in much of her winter coat. She sweated slightly yesterday when worked, so I'm thinking about clipping soon, but not just yet. For me, even if I rugged her up well and kept her warm to keep her winter coat to the minimum, she'd still get too hot when worked and make managing her (on my tight time schedule) more difficult than when she's clipped and easier to dry off and keep clean. Just my opinion :)
