Say its 7degrees, whcih it seems to be in many places today, but its dull and overcast. Would you put a warmer rug on than if its 7decgrees and bright and sunny (as it is here today)?

Also, I see my lot at 7am and 7pm pretty much. So at 7pm, it is MUCH colder than it is at 1pm. Put on a MW and he will be too warm at 1pm, put on a lightweight and too cold at 7am/7pm.

I never used to worry this much but do more as the old boy gets ever older! (TB aged 30...)
 
I always go lighter rather than heavier on rugs in these situations. Reason being your horse can move around to keep warm but can't do anything to cool himself down if he is too hot. Also if he has access to plenty of grass or hay in the field that will help keep him warm enough until you get there at 7pm.
