I'm curious about your opinion on this.

If your YO was to buy in hay and the liveries bought it off them to feed when required (not included in livery or anything) , would you be right in returning a nasty bale for another one? I personally think this is the case however my yo was saying if that happened then its not their fault and they'd be making a loss. But then surely that then lies with where the YO bought the hay from?!
 
Perhaps offer to return the bale to the person the YO bought it from if they are being difficult. Or check the hay before the YO 'sells' it to you.
The odd bale in 1,000 I wouldn't worry if I was YO, but if there were a lot I'd be calling the supplier.
 
Yes perfectly reasonable I think, if there are a lot of them then the YO can talk to the supplier about the bad ones and probably swap them. I mean I'm not too picky so it would depend how bad they were, some people expect a bit too much perfection!
 
It isn't the liveries fault if the YO buys bad hay. Just make sure it doesn't get fed to your horses. If the YO is buying it it is their responsibility to take it up with the supplier.
