For all those worried about seatbelts in horseboxes

I know that there was a lot of debate on here some time ago about revised guidelines from VOSA about horseboxes needing to be fitted with seatbelts. Mine is now up for test, and, having read the VOSA document, http://www.dft.gov.uk/vosa/repositor...0low res.pdf it seemed to say that only lorries under 3500kgs needed belts. However, under that, it said that all goods lorries had to have them.
As I wanted to get things right, and not fail my test, I managed to get hold of the technical advisor at VOSA. Apparently, the revised guidelines had left the word "not" out of the wording, which SHOULD state "all goods vehicles not over 3.5 tonnes and
first used on or after 1 October 1988 need to have seat belts fitted and used in respect of all forward facing seats." As mine was 7.5 tons. I thought that I had to fit the belts as my lorry is 1993. But, only bigger boxes registered after 2001 need belts. Hope you can understand this and that it clarifies things. VOSA had no idea that there was an error until I contacted them.
 
thankyou for that and for doing the spadework, very useful. You would hope VOSA might notice a missing 'not' - pretty important word when you are holding yourself out as the authority and the rules are complicated enough!! :-))))
 
For some reason I keep getting 'error 404' on that link !!

I do hope that said all forward facing FRONT seats and not ALL seats because that is what the law states if my memory serves me correctly
