for people with snuggy hoods...

In my case I wouldn't. He sweats with a fly rug on, and then rubs himself through the rug, so I'd guess that something close fitting like a snuggy hood might be quite uncomfortable when it's hot. Some horses might be OK I guess?
 
I used a full face Snuggy Hood in winter to keep the horse clean, warm and dry but don't use it in summer. I did use it 24/7 for a few weeks last winter (before the freeze hit) but found it chaffed either side of my filly's face. I wouldn't want to use it on my thin skinned WB 24/7 but find it fine for daily winter turnout.

I'd consider my Snuggy Hood too warm to use in summer for midge/fly protection. And she doesn't need it for keeping clean as the mud's dried up for the most part. It's quite a thick heavy material. I use a Rambo Dustbuster myself. These are light reflective, light and airy but provide the necessary protection without getting the horse too hot. On cold, wet and windy days in summer I'll put on her Bucus SunShower rug if she's feeling chilly, but generally the Dustbuster works well without rubbing or being too heavy.
 
Yes mine wears his all the time with no problems. I wash it in the machine at least once a fortnight and bath pony at the same time so he doesn't get greasy and scurfy.
 
Mine wear the spic and span - SI bodies 24 x 7 in summer along with the udder/sheath covers and it really keeps them comfortable even in the hottest of weather.

I don't use the hoods all the time, purely as I am paranoid about the manes getting rubbed and mine do have very long and thick manes which I think would get hot under the hood. Instead, they have lots of spray, face masks and nothing to rub their manes on.

I am assuming you mean the spic and spans rather than the turnout hoods and bodies which are more for the winter/cold weather.
