No we built ours and definitely had PP.
According to my husband, council tax is levied on the valuation of the domestic premises. Non domestic elements should not give rise to an increase in council tax banding. Rates are very different and are only charged on commercial premises. You may have to argue that the menage is non domestic but he says be careful and take professional advice before going down this route.

When my dad was having a joking conversation with YO about making the arena an indoor one, he said he will the day the council stop charging rates, cause they do so as soon as you put a roof on anything.

Hmm, I pay non-domestic rates on a non-commercial yard because it's not in the curtilage of my house (about 200 meters away). I pay rates on the stables and the manege. Doesn't really seem very fair but there's not a lot I can do about it.

Went to the Council to get planning permission, but am not aware of any increase in charges etc.
School is 25 x 40, but no flood lights - would need further planning permission for these.

If you allow anyone other than yourself to use the school, you will become liable for rates. It is also correct that having a roof makes a difference between rates or no rates, also the number of complete walls!! Local riding school has a school with walls up to approx 4' and a roof, they don't have to pay (or pay less) because of the walls!!

When we were trying to buy a large yard, I discussed rates with the Council. They gave a generalization on the pricing, but the general gist was that if we altered the ground in any way, e.g. put a menage surface down, the rates for that section of land would increase. We were going to have it for commercial use, so probably different to your situation.

Found the letter saying about permission etc but need to go and check as I think they thought it was to train other horses so you may be right about the rates but when they came out to look at the proposed sit they said we'd have to pay another £1500 per annum on rates.

No extra rates as far as I'm aware, and no 'extra's' appear on the bill each year.
We have full planning permission for the arena and the lights so I'm sure the council are already know we have it.
