Forced to pay for Passport and micro-chipping

I just recently bought a yearling colt. Once the transaction was completed and money changed hands, I was informed by the breeder that I would have to pay an additional £155 to cover passport and microchip. I was really irritated by this. I informed the relevant passport issuing agency of the breeders actions and they were not interested. Has anyone else been put in this situation?
 
It is the breeders responsibility to have the horse Microchipped and Passported prior to selling the pony/horse. If you wish to report them ithen report them to DEFRA not the passport issuers as they have no powers to take action.
 
Report breeder then to the appropriate breeders association for that breed of horse.

Thanks Owlie, its a gypsy cob colt I have bought. The breeder chose to passport him through Pet-Id who are not a breed society. To add insult to injury, When the passport eventually arrived, it was full of typo errors. I have to pay an additional £9 for them to correct them??? :mad:
 
Why is passport and micro chip so expensive? Don't pay anything like that to have mine done!

£33 for fast track passport, the rest was vet call out fee for drawing and microchip. The colt came from the Dartford area, London prices??? :(
