Foregin passport - help!!

Hi, I've just bought a horse with a belgian passport. It's a vlacopaard passport (?!) with an ID chip number that's never been registered anywhere in the world (horse has been through several dealers) and there's no owner details anywhere in the passport as far as I can see (though it is in Flemish!)
How do I get the passport changed into my name... can I just get it overstamped by a UK PIO such as BSPA/CHAPS - he's coloured??
Does anyone know????
 
Not sure how you get it changed into your name in Belgium but with my french horse, I googled and emailed the foreign issuing office and asked what i needed to do.
I emailed and got a reply in english.

I also asked about registering a foreign horse in this country and NEDS sent methis link.

Thought this was a EEC thing,aren't the Poles in the EEC?
