foreign grooms

Have noticed over the past few months, specially in racing that we see more foreign grooms leading round the horses, is this because a) they a better grooms, b) cheaper to pay?
Anybody know.
 
Cheaper to pay. Worked with one who tried to ride out (he was champion jockey of Pakistan) :p, he got fired after two weeks. Nearly took out the string when he got ran away with on something which was so slow I could have run faster! He also needed to stop at the side of the road to pray when we were running late to the races. Possibly was the funniest experience ever, thought my boss was going to murder him! We had Polish guys mucking out and they were great, very good at their job and the yard was always spotless. They were also always in a good mood and really loved the horses. Also know of a Chezch guy who had ridden in the Parduibiche.... excuse the spelling. He was an awesome rider and probably deserved more pay than most of the natives.
