Foreign Passports/Traveling Without Passports

Hi Everyone,

I had a quick scout around for posts relating to this topic, but couldn't see anything obvious, so sorry if I'm repeating anything here, but I need to draw upon your wealth of knowledge to help me out with a couple of questions regarding passports!

Firstly, how do you go about changes of ownership for foreign passports? Do they need to go back to the relevant country?
I've got a Polish warmblood and when I tried to change the details, the issuing authority told me that it should have been changed before the horse left the country (the guy I brought him off is Polish and moved over here with his two horses, so he was in England before I got him) and that I would have to get a passport agency over here to change the details.

Problem being, all the passport agencies here (seem to) only change details for their own passports.

Has anyone ever had this problem / know an agency who will change it?
I’m a bit stuck about what to do….aside from ‘losing’ the passport and getting another one!! (Disclaimer, only joking, well aware that this is illegal and won’t be trying it!!!)

Secondly, if passports do have to go abroad to be changed (assuming they won’t just print something out for you to stick in), on a scale of 1 to 10, exactly how much trouble would you get in if you were stopped while travelling without the original passport?

Can you travel with a photocopy, a good excuse and a bat of the eye lashes?!

Ok so I don't know about traveling without a passport, but my horse came from France originally (so has a French passport) and to change the ownership over there was a little card certificate inside the passport that was proof of ownership for the previous owner, and on the back was the change of ownership details, and I had to send this to France along with a hideous amount of money. Not sure if that's helpful or not! V
 
I bought a Belgian horse 6 weeks ago that had a Belgian passport. I emailed the PIO and they said to fill in the change of ownership bit and send them the passport so they could stamp it. I only cost me the postage and was back to me with in 2 weeks.
We photocopied her passport just in case I needed it but I didn't travel her during that time.
 
Interesting question. OH has just bought a horse from Jersey which has a french passport. He understands he needs to send the card bit back to France, but not speaking french, he cannot find out how much to pay. he would much rather have a british pasport, but does not want to lose the breeding records.
 
I'm not sure what the registration is like in Poland, so I can't really help you there.
I am confused about charges for ownership changes on French Passports, AFAIK, it's free?
Did the fee include the passport drawings being vet checked by a UK vet to register the horse over in the UK?

The language barrier was a slight problem for me too. I called but that was hopeless, so I sent an e-mail, thinking it could be translated or something, and I get a response back but its difficult to get the full story with my lack of Polish!

I couldn't even learn it...too many z's and funny letters!!xx

Mine is French and I had the same but they didn't charge me just updated the details.
 
I'll help you with that one, seeing as I am Polish.
Whoever sent you an email from the Polish Breeders Association was talking out of her/his ar@e, ho hum, excuse my language.
All you need to do is fill in the last (removable) page from the passport and send it off to the issuing body.
On your side, you fill in your details and have it counter signed by a recognised proffessional - read your vet.
