Frangible Pins and XC course design

Are frangible pins now compulsary on every XC fence? I guess they are not but just wanted some clarification.
Also am I correct in believing that BE run their SJ under BS rules?
Last question, Where can I find out about XC course design rules? I've looked on the BE website but I cant find what I'm looking for, I looking for the rules specificaly about jump and course design.

Frangible pins are not compulsory on every fence.

PP 54 - 60 of the rule book - downloadable from the BE site - contain some rules (mostly competitor oriented) on the XC test and course design.

I don't believe the delay is because they are testing the pins - they know they work. Delay is due to money and the fact that it is not compulsory at lower level BE and RC level I believe. Why don't you try posting on the Competition Forum they might know more detail.

I think i've managed to find all the info i need now. but thanks anyway. It's very interesting about the pins. So are there any plans to make them conplusary in the futher then?
