Freeze marker did not look at my passports!!

Yesterday I had my horse freeze marked, I signed an authorisation form and asked the young lady if she wanted to check my passport and was amazed when her reply was 'NO'!!!
Is this normal practice? The horse could have been anybodys, imagine if I had stolen it and now have the freeze mark in my name, I am stunned.
Thought I should report it to DEFRA but wanted some other thoughts from you guys first
 
Contact the Agency that did the Freezemarking and ask their policy on passports first before going to Defra, it could be that the person that did it just couldn't be bothered to check.
 
When I had my mare done I took her passport, wasn't told to, had it in my hand but it wasn't checked even when I offered it.

I wasn't overly worried tbh as they had all my details etc and I have been a member of theirs with my other horse for over 10 years and has his passport (which they issued!) with me as well to prove I was a member!

One thing she did say, which I would imagine most people don't do, is that my passport would need to go back to the passport issuer to be updated showing her freezemark.
 
Thanks for your comments. Think I will call Farmkey and DEFRA on Monday. Will post their comments. Not sure about sending the passports back to PIO as I can add details on to the NED myself but can also check that. Still can not get my head around why no one checked if the horse was actually mine.
