Frinton beach. Can anyone help with the rules for horses.

I am trying to work out whether horses are allowed on during the middle of the day (as it is freezing cold) as low tide is around lunchtime/early afternoon at the moment.

I kind of want to go on Sunday but obviously everyone at the council has gone home for the weekend now and google is only pitching up answers which are at least a year old and I don't want to drive down there only to be disappointed.

Has anyone been recently? Or does anyone just know because they live there?
 
I have found it really difficult to find any information on this either from websites or from the council on the phone. I believe that the general thinking is horses are the same as dogs -i.e. evening in the summer, free for all in the winter. No one raised any eyebrows when I took mine down there this summer after 6pm. In fact Sunday seems like a good idea!
