Front leg lameness

Hi everyone,
I have a pony that has been lame for a couple of weeks, at first I thought it was founder so I changed his feed and he seemed to get better, then he got worse, my farrier came out and I asked him if the pony had foundered and he said no and that the cold weather could be the reason for his lameness. My question is can cold weather cause lameness in both front legs? If not what could it be?
 
I have found that cold weather can agrivate lameness issues such as arthritus, but there are so many things that it could be, the only way to be sure is the vet. good luck
