Funny hard lumps above fetlock

Notice the highest one a couple of days ago, just presumed it was a scab, but two more have appeared. They have hair growing out of them, but appear to be the same consistancy as a chestnut - Any ideas?

Could be the scabs of mud fever, its in the right kind of place
