Ok 7mtnh old border collie
having constant diarrhoea which is yellowy/biley, progetile and slightly straining to release when going outside, but constantly wanting to go out!
he is not dehydrated as still drinking.

Anyone got any advice?
I have also been starving him, but as soon as I give him food he is out and defaecting again! but no throwing up, except today at 8.15am he threw up 2x which was yellowy white froth with a bit of grass in
 
Take him to the vet. Do not try and self diagnose or get forum members to diagnose something like this. It could be a variety of things, and for a 7 month old pup time is of the essence even more so than an adult.

Yellow stool can indicate liver problems, or bacterial infection as just an example of possible causes. So not a time to guess which. A young pup can go downhill in a matter of hours and the sooner a CORRECT diagnosis is made by your vet the better.
 
Mine had similar symptoms to this when they fist came. For them it turned out to be giardia. Take to the vet and with a stool sample if possible! Lovely I know but then it can be sent straight to the lab. Hope he is ok
