Getting horse to move off the leg

I mean for sideyways stuff, rather than forwards. Apart from this, our flatwork schooling has been coming along great. Have been doing lots of transitions, so he's lovely and sharp off the leg going forwards and back, but can be really hard work when it comes to lateral work and bending round circles/corners! I really want to start trying to teach him renvers/travers/half pass but I can't do that at the moment because he's not reacting to my legs.

Am going to try carrying a schooling whip to back them up a bit, but are there any exercises I can do to try and get him to respond to my legs a bit better?

I'm a little confused with the two comments above surely if he is sharp off the leg going forward then I would have thought he would move forward off your leg rather than sideways and rather than not reactive? But Basicallly I would just start from scratch asking the way you would do with any horse using the half halt a little more with a young horse to help teach him to not move forward but over then just repeat and reapt untill he goes sideways then reward. I generally just use repitition to teach my horse what to do no need to try anything fancy he needs to know what all the actual aids mean.

With Shoulder in/traver I would try doing a 10/15 first to estabilsh some sideways movement in the hindlegs then as your coming out the circle start asking for the traver, also with the shoulder in try asking for just shoulder movement first half halting and opening the inside rein for a bit of bend then once more estabilished with this would I then ask for a bit of shoulder movement and more stepping up with the inside leg.
