Grass Bumps Already

My friend's horse has already started with grass bumps over the last week or so. Last summer he suffered really badly with them, was very uncomfortable and had to be stabled for quite a few hours before they started to reduce in order for him to be ridden each day. Vet was called out about this and suggested one route would be to put the horse on steroids to help alleviate this problem, however owner is not too keen as horse already suffers with breathing problems and owner is very concerned about the link between steroids and susceptibility towards laminitis. Does anyone else's horse suffer really bad with grass bumps and if so, what have you done to help alleviate the problem? Have you tried any other remedies?
 
if he is rugged when out.. then comes in and she takes the rug off, id put it more down to tiny little hairs tat are coming out.. had the same with my horse last year.

either way the tea tree should help the pure oil is easy enough to buy, but places like superdrug also do a roll on.
