Id say any good gardening store but tell them what its for first.

Agricultural agents - gardening stores are mega expensive.

We've used CWG and a local Pboro based agent.

Consider use--hard wearing etc
Laminitis prone horses stay away from ryegrass

Do you want the grass for grazing, riding on or producing hay? What soil do you have? How well is it drained?

For grazing, patching up a very trashed field. Our soild is full of clay and very poor drainage.
