Grazed front paw / wont stop licking!!!

Well my boy has a graze on his paw probably the size of a 20p piece but he just wont stop licking it therefore it wont heal. He wont have a bandage on it without ripping it off. Any ideas what I can do?
 
I bought a cheap dog boot from the local pet shop as we sometimes have this problem with the collie. Its only nylon and plastic and was about a fiver I think but it does prevent the constant licking. I line the bottom with animalintex until the graze starts to go dry and then whip it all off.

What breed is he? If he is a bendy type (!) a cone might not stop him but a boot might - it would need to be breatheable though.
 
He is a springer and I don't think the cone would work, he is a determined little b****r. He even manages to pull out any debris stuck in his ears and is very inventive at doing this.
 
Its really annoying as it is really just a graze and nothing more but he just won't leave it alone. Tried to vetrap it but it didn't last 2 minutes.
 
When my dog cut his pad, my friend who is a vet put vetrap over lint type padding and covered the lot in duck tape. He did try to rip it off but gave up in the end. Duck tape kept it dry too.
